April Chiang is the Trade Representative at the Kansas Department of Commerce. April has worked with the Agency for 15 years. Her job includes operating trade projects between markets in Kansas, China, Hong Kong, and Taiwan. She organizes trade missions to China and Taiwan for the Governor and numerous Chinese Leadership Delegations for Kansas. She also manages the Kansas International Trade Show Assistance Program (KITSAP), including the Governor's Exporter of the Year program.
As an adjunct professor in Topeka, Kansas, April teaches International Business for Washburn University's MBA Program.
Prior to joining Kansas Commerce, April had 10 years of work experience with several multinational companies in Taiwan, including Kmart's Taiwan Buying Office as the merchandising manager for various apparel lines. She also worked with the KPMG Taiwan Office for a couple years as an executive recruiter.
April received her Bachelor's degree in English Literature from Chinese Culture University in Taiwan and her MBA Degree from Washburn University in Topeka, Kansas. She also graduated from the International Business Education and Research (IBEAR) program at University of Southern California.

Chang Lu works with Kansas businesses interested in exploring new export opportunities or needing assistance with international business issues. He serves as the liaison for European trade activity and also assists with business recruitment projects. Prior to joining the department, Lu worked at the Utah Governor’s Office of Economic Development International Trade and Diplomacy Office, the Utah Department of Commerce and the Utah State Legislature. He received his MBA from Thunderbird School of Global Management with an emphasis in global development, and a Bachelor of Arts in Political Science from Brigham Young University.
